"The idea is that a probe called the Phobos Surveyor would travel to Phobos and go into orbit around that moon. After it had acquired a detailed topographical map of Phobos, the Phobos Surveyor would release a number of “hedgehogs” that would roll around the moon, hopping on occasion, examining it in detail. The spikes would dig into the soil of Phobos, keeping the hedgehog probe from flying away in the 1/1000 Earth gravity of that moon."
