Fact: Only 13% of municipalities in New Jersey will be fully wired. One-third of all municipalities will have NO upgrades. About 50% of the population will not get upgraded. Fact: Verizon New Jersey's 2001 Annual Infrastructure Report claimed it completed 55% of the New Jersey with 45 Mbps bi-directional services.
